Introduction to Our Advisors
Nigel Marsh Nigel has been in the industry for 30 years and has worked extensively in the UK, Europe and North America. Nigel has significant experience in procurement in different countries, public sector procurement and programme procurement in the private and public sectors. Nigel also has experience of business processes and driving performance efficiency in terms of time, cost and space utilisation.
Ian Mooney Ian is one of the Partners and owners of the business. He has spent 27 years in the industry working for Clients, Consultants and Developers which gives him an interesting insight into the process and relationships. Ian has worked with some of the UK’s largest social housing providers.
Justin Pickford Justin is BSc, MBA, PRINCE 2, MSP and MoV qualified giving him a very broad and rounded consultancy background. Justin is an expert in programme and project set up, gateway control and output management. Meticulous in approach and with an eye for detail, Justin’s skill is in steering teams to the same objective in the time available.
Scott Moore Scott is an Associate Quantity Surveyor and Project Manager at Baker Ruff Hannon with experience in delivering complex projects for Public Sector and Housing Association clients across the South West. Scott is MRICS and MAPM, and has spent the last 10 years as a commercial manager on a large range of projects including residential, leisure, care and civic projects. Scott has expertise in Passivhaus projects and is responsible for our cost database and benchmarking expertise. Scott is also an RICS APC Assessor and a member of the RICS South West Regional Board.
Debbie Langmead Debbie is a Senior Quantity Surveyor, a Member of The Royal Institution of Chartered Surveyors and has been in the industry for over 5 years delivering projects and programmes for Public Sector clients across the South West. Debbie has great experience in post-contract services and delivering them as part of large complex programmes of work.
Stephanie Tonkyn Stephanie is an Assistant Project Manager at Baker Ruff Hannon and has over 5 years experience in delivering affordable housing projects in her previous roles at architect practices and contractors. This has given Steph the background and experience required to undertake project management services and effectively manage affordable housing projects for our clients across the South West. Stephanie is currently studying towards becoming a Member of the Association of Project Managers following the successful completion of her HND in construction.
Jim Jenkins Jim has been in the industry for over 50 years. He has been a Clerk of Works for over 30 years. The highest accolade that we can pay to Jim is that we often receive complaints from contractors that he is too tough on them only for them to put forward his projects for awards. Jim trains the new starters for one of our Clients to show them what they should be looking for in site inspections.
Graham Withnell Graham has been in the industry for over 40 years. He has been a CDM Advisor for over 10 years and currently provides our CDM Advisor services on projects for our clients across the South West. Graham's background and experience make him an asset to any project to ensure that it is delivered in a safe manner and all risks are appropriately managed and mitigated.

Worked with a Local Authority to help them set up a new development company to deliver the vision for 2035 including masterplanning, business structure, external appointments and development returns. Worked with a multi-national company on a £125 million project to mitigate the impact of a contractual dispute to achieve completion and settlement of the final account to allow business operations to commence. Procured a new supply chain after insolvency to support the Client’s development timescales. Closing out projects and reducing the cost premium to a marginal amount. Helping to establish a new supplier for the Client. Spoke at UK Passivhaus Conferences on costs and procurement, and how to get the team to deliver. Working with a Client expert to showcase to the industry how to get it right and work collaboratively with the supply chain, utilising our experience from working on an extensive number of passivhaus projects. Provided Expert advice to the Client and his legal advisor on the Contractor’s final account and the performance of the Architect in administering the contract resulting in the Client not pursuing a lost cause. Procured a specialist technical advisor team for a new passivhaus leisure facility and extra care facility to sign off and verify the design and build contractor’s design and construction including architecture, structural engineering and the services installation.
